Procurement and Expenditure Manager

Salary: to £40,000 to start

Are you an experienced Procurement Manager possessing a demonstrable track record of realizing cost savings and making purchasing more cost efficient? We are looking for a Procurement and Expenditure Manager to work for one of our clients within the private healthcare sector. This is a very rare opportunity to join this organisation within this department and this is a superb time to be joining. You will be required to design a coordinated approach to procurement and contract management and seek value for money. Relationship and performance management of suppliers is a key aspect of this role, as is offering advice on all areas of the Hospital’s purchasing and contract activity. You will be responsible for designing and communicating strategic sourcing and category management principles across the procurement team in both clinical and non-clinical categories. You will have the opportunity of putting your stamp on this role with budget control and the responsibility for a junior buyer, purchase ledger and personnel within stores. You will report to the Finance Manager, indeed you will be a key member of the Finance Department and contribute to the overall financial strategy. It is important that you can demonstrate that you have designed and developed key performance indicators within the procurement arena as well as take total responsibility for annual saving targets. You will be responsible for the delivery and development of procurement strategies, including supply chain of goods/services, routes to market, sustainability, commercial analysis, tendering, contract negotiation and supplier management. A part of this role will mean that you manage the purchase ledger team ensuring that goods are paid for in line with Hospital terms and conditions. Our client will rely on you to deliver cost effectiveness and value for money of contracts and supplies. You will work closely with the Finance Manager and Finance Director to ensure that the service continues to meet the needs of the business. We are looking for you to be CIPS qualified and have a minimum of two years’ post qualification experience which will include managing a team within a financial environment. You will have superb communications skills; being effectively able to communicate with both internal stakeholders and external ones in writing and verbally. A very important requirement is that you are able to interpret and explain detailed policies and procedures and also to have advanced Excel skills to be able to analyse and interpret data.
